The problem arose from the fact that the tagging shows up (with overpass) on the highway but not on the relation!

Hi, you used highway=prohibited a few times, but that is not an accepted tag for a highway.
You should use the access key!
access=*

You also have set the access in the wrong way.
use highway="type of highway" and then use access="type of access".

What are you trying to achieve with that choice? It's probably not wrong per se, but its not supported very much either and the wiki doesn't list it as a valid choice.
