Yes I think so, because muddy=yes is a tag that is not rendered nor understood by the dataconsumers. And if it is muddy, is it muddy all the time? Is it muddy because of recent rainfall? If not, then intermittent=yes should be added.
Any tag you like is great, but if a tag is only used once, it is worth thinking of a replacement.
