Oba kody działają, bo są obsługiwane przez ten sam urząd pocztowy. Ten 69-211 to jest kod tego urzędu w Wędrzynie-tj. ta instytucja posiada oddzielny kod tylko dla siebie. Zapewne miało to być pomocne przy sortowaniu poczty.
Możliwe, że nie ma to tutaj praktycznego znaczenia ze względu na wielkość miejscowości i dlatego nikomu się nie chciało skorygować błędu.

The whole city looks like playground for me. Many important roads were destroyed and replaced with long road which indeed looks like bus routes. Some were deleted by the same user or its alter ago. Did you notice there are few more users, all registered on September the 4th, which do similar dubious edits?
It started with alfonsoce, but he didn't answer and stopped editing, instead others started doing his job. How does it look for you?
Regarding this changeset-this is one way, it could be easily restored.
