re-reverting changesets again because reverting the revert didn't fix my issue with uploading, i don't know how to fix this

Reverting my own revert and hoping that it fixes my issues i've had with conflicts

Reverting my own changeset (changeset 154497739) because something seemed to break during upload which uploaded a bunch of untagged nodes and kept the changeset "open."

Added landcover and detail to the Julia Pfeiffer Burns State Park; last changeset failed and uploaded only nodes for whatever reason so hopefully this changeset works
