Does this tunnel allow bicycles to pass through? Looking at the imagery, I think it should be tagged `bicycle=no`

Is this building tagged correctly? I see the amenity=shelter tag used in combination with building:levels=2. This is strange, as the shelter tag is used for structures for protection from the weather for very short periods of time, like while eating lunch. If this building has two floors, I would think it's more substantial than a shelter. Maybe this is temporary housing for homeless or displaced people (also conventionally called a shelter, but this is not the tag we use on OSM).

I'm not sure why this alley was tagged as private, I've left the tag unchanged, but it seems suspicious to me, and I suspect that it is an ordinary alley. Please confirm or deny.
