This portion of Kennedy Road is still miscoded (should be a public track, not a private service road) but have not verified geometry or physical conditions on ground; there is a town right-of-way that should be open to public, but USFS may have gated it

Skinner Hill Road is signed as "Dead End" on both ends and does not appear to go through as a passable roadway; it is a town right-of-way. I'm recoding it as a track, as I didn't investigate too thoroughly (I turned around in the dooryard on one end and didn't poke up the other, so there may be an old woods road through the back yard). Definitely not a full-on road, though.
