When you are looking the whole Spain with a zoom that allows you to see the first city names, you see the name of the city Barakaldo in the province of Viscay, where this note is located. The problem is that the biggest city in the area is Bilbao, which is also the capital city of Viscay. So it would be better to show Bilbao´s name first and show Barakalco when you zoom in more.
