Airport markings - abandoned airport?

This is in fact Toro Canyon Creek, which runs roughly North-South from the steep hills above the northernmost end of Toro Canyon Rd, southward and downhill to to the new bridge on 192/East Valley Rd at Toro Canyon Rd, and under the bridge on down the hill to the beach. That bridge is signposted as Toro Canyon Creek Bridge. Garrapata Creek runs more East-West along Toro Canyon PARK Rd and is much shorter. You can see this labelling on the USGS Topo maps.

Arroyo Burrow Open Space is getting a bridge across Arroyo Burrow Creek, landscaping, and marked trails. Construction will occur between May and September 2021

Missing dirt road here; not sure where it goes

Strange looking overlapping/broken boundaries are visible here on both the standard and humanitarian layers - I can't see anything in the data that would be causing both of them to show up. Needs a closer look
