A survey needs to be made for access paths, and if no public paths can be found, the access status of the grounds needs to be downgraded.

There is a pedestrian entrance gate around here. It's a bit of zig-zag route, so it is not possible to plot it just from Bing.

Also, access to the site is not permissive. In particular, if you are driving an LCV you are likely to get refused, and, I imagine, even a pedestrian will get stopped if they seem to be carrying commercial waste.. I would say it is destination/customers. (Permissive is essentially as good as a public highway, except that permission could, legally, be withdrawn, in the future.)
