Reverting changeset 123528462 because I don't think it was needed after all and that the issue I was seeing was primarily a rendering issue.

Improved Smedley Park trails.

Added layer=1 section to tramway to attempt to resolve issue with bridge/tunnel below being rendered oddly. I am not sure if this is a rendering issue or a layer issue - either way it should help to make this layer situation more explicit here.
