The Visa Application Centre is not the same as a consulate or embassy, it is only an office that executes the visa service for the Chinese government. Chinese citizens cannot get any assistance from here, so it should not be tagged as an embassy. Please check if this is really only the visa service center and then convert to office=administrative or government
