For operator:type, you should use either public or government, not both, because data consumers won't understand the value as you've written it (and neither will other mappers). Assuming the Parks and Rec division is run by the city, then it should be government, otherwise it should be public.

These should not be waterway relations, waterway relations are for grouping waterways, not bodies of water please see the documentation here: osm.wiki/w/index.php?title=Relation:waterway&uselang=en

These three relations should all be multipolygon relations, for Two Lakes you should omit the stream connecting them since that will make it invalid.

Hm, I thought the definition of a roundabout is a circular oneway with yield signs (as long as the traffic in the circle has right of way). Could you explain the difference?
