Thanks for the edits! A couple of things I want to point out:
- In general, it's not a good idea to "glue" unrelated objects to each other, because it makes it harder to edit later. So for example, way/1299510104 shouldn't be connected to the building or the road. You can fix this by selecting the parking lot and pressing Shift + D, then dragging the parking lot nodes a few feet away from the road and building

- For edits like way/1299510105, you can remove all the tiger: tags as well, those are left over from an import and aren't needed anymore

Yeah, the wiki page (osm.wiki/Land_use) is probably the best explainer, but landuse=residential is basically "this area is primarily a residential area"

There definitely shouldn't be a separate landuse per parcel, some people try to do one landuse area for each neighborhood, others go based off aerial imagery.

I highly doubt the segregation was intentional, that would be a strange thing to intentionally do. The best thing to do in that case is to modify the landuse to exclude the commercial area and include the nearby low income area.

Right, but for example, https://pewu.github.io/osm-history/#/way/1280980565 was mostly covering a residential area. If you needed to change it a bit, that's fine, but there was no reason to delete it completely
