So one of the overarching principles of the highway guidelines (osm.wiki/United_States/2021_Highway_Classification_Guidance#Classification) is that, in general, connectivity should be maintained between roads with the same level, and the level is determined by the connectivity between population centers, not necessarily the amount of traffic.

Since M-72 and M-22 both connect population centers, I think it's equally valid to make Grandview a secondary, or to make M-72/M-22 primary roads.

I'm going to revert this changeset under the "Purposeful removal or degradation of data that are known to be correct" listed here: osm.wiki/Vandalism#Vandalism_and_other_types_of_bad_editing

First off, if you're unsure about how landuses work, it's best to ask in a community osm.wiki/Contact_channels#Realtime_chats first so others can teach you.

That being said, "haphazard and incomplete" is not a valid reason to remove them, it means that someone just needs to fix them. If you feel it "adds a lot of noise to the map layers", then turn the landuse layer off in the editor so it doesn't bother you. Landuse should never be glued to highways and paths, because it's not related to them. It should only be glued to other landuses.
