Update position of travelodge bike parking

Update Priory St Centre car park and bike parking. I have confirmed by visiting that there is free access to all of the available spaces as you can walk around the side with a bike to get to the back ones.

Update bike anchors and bin on Micklegate.

Separate park boundary from fence, restoring it's previous line.

Add fence and entrances around Clifton Green. I've realigned the boundary a little bit using the aerial imagery and the cadastral parcels. Also add the HE ref for the listed cattle trough.
