Remove part of masovian voivodeship boundary from the wrong relation, add a start of an estimated boundary based on village is_in tags

Merge localities from OSM (likely derived from GNS) and UMP preferring more precise coordinates and fixing names where different (both sources have typos)

Fix a village name

Expand abbrevs

Connect ends of streets, make other repairs after user:arzej's UMP imports

Add boundary relations for two voivodeships (partial boundary line only)

Add relations for national routes and add missing members to existing routes, add wikipedia= tags where missing.

Import waterways, lakes and wetlands from UMP-Ciechanow/ directory in UMP, lots of postprocessing.
