Limit the speed limit scope to half of the 1 Maja street like it was before I merged data from UMP, also change some unclassified ways to proper classes

Merge Tarnobrzeg residential area into one multipolygon. Fix some more ALLCAPS-ALL-ASCII names I managed to miss.

Residential areas (landuse=residential) from UMP-Kielce/.

Add the batch of villages and towns from UMP-Kielce trying to avoid duplications, clean-up some of the existing village names/positions too.

Fix population= for Skarżysko-Kamienna.

Wikipedia-tag the road 7 in Skarżysko-Kamienna.

Fix church names in Staszów.

Align to GPS tracks, redo some changes by myself, PawelD, krzeysieq, mariouche I may have undone to avoid conflicts in UMP import temporarily
