Hi, there are no strict rules about foreign names in local community (they didn't discuss Russian, but an idea of using name:en was denied), but usually the don't add it and consider it meaningless. You may start a discussion on a forum if you want:

If you have seen the sign on the building it means the location in the cadaster is wrong.

Why did you removed the buildings with addresses? Addresses were filled from the cadaster.
Also the new buildings are not reflect the actual rectangle shapes.

Please change addr:place to addr:street

Please don't map the whole apartment buildings as shops.
