Also the Maxar Premium/Standard imagery appear to have the newly constructed roads like the ESRI Satellite. The Maxar Bushfire imagery has them partly constructed, so agree there is enough here to map out the bridges in construction.

I know this is a year old, but per level=* the level tag is used to mark levels of a building, not as a generic layer sorting (that's osm.wiki/Tag:layer=) or to indicate over/under ground (that's osm.wiki/Tag:location=).

Regardless it looks like in this changeset you've done a select all in JOSM and applied the level=-1 tag. That resulted in every node also getting level=-1 which isn't needed, even if this was indicating layer sorting.

With that in mind I'll revert these changes, but please do post back with what the intention was and if there's still an issue.

FYI none of the tolled motorways in Sydney have toll_boths, we only have highway=toll_gantry

Part from that I can't see any evidence of a tolling point here https://www.mapillary.com/app/?pKey=3xy7fpSoBqWDFVz1SnTHvQ&focus=photo, has one since been installed?

hi! highway=construction is used where the track is under construction or undergoing major repair work, is that the case or is it just closed for access due to landslide risk?

Hi I see you removed https://osmlab.github.io/osm-deep-history/#/way/585994923 and added dual carriage ways.

1. Where possible if you could try to reuse existing ways that's helpful to retain the history. So you could convert that existing way to one of the carriage ways and then create a new one. I know this isn't always easy so it's not a rule, just nice to do if possible.
2. Ways generally are only mapped as each direction if there is a physical barrier separating them. In this case from the imagery and at https://www.mapillary.com/map/im/SGbQF7N5A9y6aVj9HOVIqA I can't see any barrier, if you surveyed recently did you notice any new separation? If not then it should usually be mapped as a single way.

I think in these cases where there is no other known road name and "Sydney Harbour Tunnel" is considered as the road name, it should remain in the name= tag.

Yes see https://blog.openstreetmap.org/2017/03/17/use-of-cc-by-data/ CC BY was reviewed by the OSMF Licensing Working Group and they decided we still need a waiver and at the moment we only have permission for NSW LPI Web Services data.
