Revert changeset 152779956 and fix turn lanes according to what's actually painted. The road was already tagged with change:* and is only divided with paint, so a separate way is not necessary/appropriate.

Clean up M-13 Connector and fix lane counts from its southern terminus to the US-10 interchange.

Clean up Millersport Hwy/Transit Rd intersection.

N French Road and E Robinson Road don't have CR signage.

Dodge Road doesn't have CR signage.

Maple and Brighton do not have CR signage.

Fix geometry of a few buildings. They're very badly angled in pretty much all satellite imagery available currently.

Improve sidewalk connectivity in Utica.

Reclassify Lincoln Ave to tertiary and restore history for much more significant way.
