Fix up HH parkway exit 17. Made slight geometry tweaks, and removed destination/turn:lanes tagging which seemed to be for the renderer. Vehicles in the left lane are not obligated to exit, so destination:lanes is not appropriate here.

Cleanup around south end of Henry Hudson Bridge. Primarily geometry updates following completion of construction.
