"Croton Expressway" is a historical name; people don't really use it today. Therefore, move it to old_name, and add noname=yes to all ways.

One grade separation doesn't make a motorway.

Clean up on I-87/NY-17 interchange.

Work on NY 430 and NY 954J.

Make a short part of NY 32 secondary, keeping consistency with the rest of the route.

Add Finger Lakes relation. I tried to mimic the style of the Great Lakes relation, with type=site.

Reclassify US-9W as primary from Bear Mountain Circle to Newburgh. It does not serve as important enough of a link to warrant trunk; most traffic will use I-87. A good portion of this stretch does likely deserve expressway=yes, though.
