Update tracktypes, added tracks

Updating/Fixing street attributes (Roßbachstraße is oneway, Leuthenstraße is not with vehicle=destination only one direction, Vulkanstraße is living street with bollards, Hohenfriedbergstraße is livingstreet, postoffice is no more existent ("Postamt")

Arlbergtunnel is closed untill November 14th completely.Added additional access=no as e.g. routers linked at osm.org (OSRM/MapQuest) do not consider conditional restriction and still route through the tunnel.

Added housenumber

Rad-/Fußweg ist mit Verkehrszeichen 240 ausgeschildert, nicht 239, daher nicht footway

Removed parking nodes within already existing parking area (nodes did not contain any extra information)

Added website and start-/enddate in 2015 at opening hours

Corrected speed limits at Zonser Str. (between Adolf-von-Menzel-Str. and B9 not 30, except at crossing area Roseller Str. in direction B9), highway on the other side of B9 is already Aldenhovenstraße, not Zonser Str.)

Arlbergtunnel will be closed from April 21st to November 14th completely. Added already conditional access restriction to prevent offline routing through tunnel at this timeframe.
