Added missing surface and lane count tags

Added remainiing sidewalks and crosswalks to MacArthur.

Added connections between new cycle path and side streets on the other side of MacArthur. Demoted Aiken as that isn't a highway or even close.

Marked parking along MacArthur

Added cycle path. Note this occupies pavement that used to be part of the highway. Those are now separated by only a parking lane.

Moved MacArthur over to reflect the new positions of the actual lanes in the physical pavement and reopened area affected by the recent construction.
