Ok, I understand the roundabout. Why Bower road was tertiary and became secondary? Why lanes aren't separated?

Please, explain me, why this roundabout has to be so complex and modular.

Please, somebody with high-quality GPS-logger, check, whether Bing satellite maps are mis-aligned or not in this region! Military road seems to be aligned perfectly, but other smaller roads seem to be misaligned. Why so?
