Added traffic calming descending Cuesta de la Virgen

Set loc_name as Cuesta de la Virgen to the steep hill north of Comayagua on CA-5 per local use

Fixed the number of lanes in my previous edit of la cuesta de la virgen

CA-5 in the segment locally known as la Cuesta de la Virgen was incorrectly mapped as two separate parallel ways. In fact it is 4 lane undivided, as can be clearly seen in aerial imagery. Fixed.
