Way: 594795760 duplicates the relation tags.. it can be removed from the relation. But the relation will still not be closed .. it does need to be closed.

Tag the 'outer' way/685038229 building=yes, building:levels=6 (or whatever is the maximum). Tag the 'inner' way/685332956 building:part=yes, building:levels=2 (or whatever is the number of levels it has). |
