Update residential speed limits in Seattle near NewHolly. Updated a few highway classifications that seemed inconsistent with signage/data.

Add traffic island areas (some are quite recent and are not yet available in imagery) and trees along Alaskan Way. Fix some turn restrictions and convert some segments to dual carriageway. Also fix some "lanes" and add "turn:lanes" tags.

Mark remaining crosswalks at Alaskan Way & Elliott Way intersection as completed, as well as the sidewalk on the northeast side. I'm unsure as to whether the connecting sidewalk is completed, so leaving it alone for now.
