Revert part of changeset 147104858 (which was my own) because I missed that N 100th St already had the cycleway:both=shared_lane tag so I should not have added cycleway=chared_lane as that is a less specific tag.

Updates around Licton Springs concerning recent construction. Also added tags for shared bike lanes on N 100th St since the "living street" tag that was removed some time ago by others no longer carries that implication.
