Updated construction of Lake City Floodplain Park

Add bridge areas for I-5 that span Weedin Pl NE, NE 65th St, and NE Ravenna Blvd.

Street and pedestrian geometry and tagging improvements along 40th Ave NE between Sand Point Way NE and NE 55th St. Added some landuse as well.

Update Winslow Pl N to be a residential street rather than an alley. Although an alley continues north, Seattle Department of Transportation does not appear to consider Winslow Pl N to be an alley.

Large update to the channelization and restrictions at the intersection of N 38th St, Linden Ave N, and Fremont Way N. Also updates to pedestrian, parking, and speed limit tagging.

Update roads in North Seattle tagged as service=alley that had maxspeed tags conflicting with local law (i.e., not "15 mph").

Updates at NE 124th Intersection w/ Eastrail/Redmond Central Connector. Add start_date tags to new trail segment and remove TIGER tags.

Fixing up overly broad landuse=industrial area covering the stadiums and other nearby non-industrial buildings.

Update 520 construction areas: the Montlake Project is officially complete and construction has shifted to the Portage Bay Bridge area.
