ESB don't operate street lights. Mostly it will be the council, but in 14 council areas is is Enerveo: https://enerveo.com/report-a-fault/republic-of-ireland/ Enerveo seems to be part of SSE, who bought the business from ESB about 15 years ago.

"There are 3 other towers adjoining." - there appears to be a total of about 6 masts here. Two are very small.

In OSM a tower is a building, so all of these count as masts, not towers.
