I'm just wondering what your basis for selecting place nodes is.

admin_level=8 represents subdivisions of counties that are used for electoral constituencies and council area committee purposes. They have no 'capital city' equivalent. Their administrative centres are likely the county towns, not somewhere within each of the admin_level=8 areas.

I and another user were doing an exercise in tidying up Church of Ireland objects that were mis-tagged. I have no specific memory of editing here, as I edited 1,700 of them over a period of a few weeks.

I can only assume there was school tagging and I noted that it shared the site with the church.
