Access and construction tags can be removed now; it's open. I walked the centreline including the new (and permanent-looking) access connectors, and uploaded the GPS trace.

Not here. Duplicate.
Other one looks correct on a topo map.

Many of these ways are tagged access=private, which suggests no access for customers on foot. Is this really true for these ways? (It renders on some maps just like prohibited roads, which seems unlikely here.)

If walking customers are indeed permitted on these ways, I suggest foot=customers and motor_vehicle=private, and removing the access tag entirely.

Even though we call it a funicular locally, it doesn't meet the definition (two cars). So really it's something else, an inclined elevator or somesuch.
Also, trees need to be removed.

Sears and Kal Tire are sadly gone.

Also, building directly NNE is Edmonton Public Library, Bonnie Doon branch.

This Bury Peak looks bogus compared to the identical one a few km to the SE. Note to self: investigate...
