Spot fix some bogus level crossing refs and fully tag their associated crossings in the LA Basin area. Add a bit of sidewalk and rail tagging while I'm at it.

Fix up the Wells Road area from Telephone to Nardo, including the grade crossings there and on Los Angeles Ave.
