Fix the Boone/Blair sub split based on FRA GIS data.

Start work on updating the tags for the I-93 surface detour through Boston to reflect that it's only usable from 8PM to 6AM

Add hazmat=designated tagging to I-95 from I-90 to I-93S, also hazmat-tag I-93 on the south side of Boston to Exit 15B and add HGV control tags to I-93 from MA 3 to Exit 16 (I-90), as well as a hgv=no on I-93 Exit 3.

Add hazmat=designated tagging to I-95 from I-93N to I-90; also, add some hazmat=destination tagging to I-93 on the north side and I-90 at the I-95 interchange, and some sign gantries as well

Tag SD 240 and 377 through Badlands Nat'l Park as goods=no and hgv=no based on "No Commercial Vehicles Allowed in Badlands National Park" signage at SD377/SD44 and I90/SD240 junctions. Also added hazmat=no tagging based on NHMRR restrictions.
