Noted some remaining issues.

Worked more on Harju. Switched from `path` and `track` to `footway` for several reasons. Most ways are built from compacted gravel, littered with benches and lit. Some are not wide enough for vehicles. Others are already connected to similar foot paths.

Closed a few resolved issues.
