So you have no knowledge and yet try to claim something. I can therefore only advice you to follow your ship ;-) Summing up, there are automated QA rules which work according to LOCAL decisions, and all changes and tagging will abide LOCAL rules, not anybody from foreign countries. Surfaces are checked locally and/or verified against open government data. |

But looks like you, Andy, fail to rise from the coders level and therefore fail to understand the reasons why we did what we did. Therefore I see further explanations here as futile. OSM is an information system which does not stand alone, it is integrated with other systems/datasets. Community/crowdsource is just one input ("input" - does not necessarily mean data). We used our brains for higher level strategic decisions, not for pin-point local technical imaginary "problems". |

This means no way in Lithuania can be tertiary and paved outside of major cities. And that is what I'm seeing in the history. Bridge and some parts of the road close to it is paved, road further away is not paved yet. This also reflects official Lithuanian data which we're using to synchronise/check. |

We even have an automated QA rule for this, so this way could not have been tertiary "for ever" ;-) |

I know about peirce.gis-lab.info, I've even checked it some 10-12 years ago, but it's rules appeared pointless/incorrect in some places so they are not used in Lithuania.
