If you want to use CC 4.0 you have to get explicit permission (see: https://www.mail-archive.com/[email protected]/msg10410.html). Getting permission is only the first step you should be following the osm.wiki/Import/Guidelines of which the first step is getting Community buy in (ie: sign up to the local mail list https://lists.openstreetmap.org/listinfo/talk-au and let others know what you are planning to do).
