To answers everyone's question including mine about if this section of the freeway (West & East) is currently under construction i just did some research & it looks like no date has been set. But it is set for future plans. Construction well continue pushing east since this project has finished last year (1). No date is set that i could find.

MC 85 is a reference to old Arizona State Route 85. In 1977, US 80 was retired off this route and SR 85 extended in its place. For decades SR 85 served as "I-10" while the state and city of Phoenix argued over the completion of the Interstate. In reality, the state never recognized SR 85 as I-10 and signed the road as "To I-10" to bridge the gap. Needless to say, this was the final gap in I-10 nationally to be bridged. After enough anger and pressure from states such as California and New Mexico, the I-10 Freeway was completed between SR 85 Spur and I-17 in 1990. Between 1990 and 1992, SR 85 was retired from this route as well as Buckeye Road, 17th Avenue and Van Buren Street. Half of the retired route became MC 85 between Tolleson and Buckeye. The SR 85 Spur was soon retired and SR 85 extended north to I-10 in its place.
