Downgrade tertiary roads in Camp Williams & NSA Utah Data Center. Camp Williams roads are designated Urban Local. Restricted-access UDC roads should not be considered tertiary - they don't link a public right-of-way with a major thoroughfare.

Update UT-296 from state reference; fixed route on southern end (beginning of route) and reduced classification to residential to match official "Urban Local" designation.
