LOFAR is a distributed radio telescope. It is a singular telescope composed out of many smaller radio telescopes spread across Europe. It seems you accidentally added those tags to the Europe spanning relation instead of the local way.

I have removed the fence related tags here: changeset/170485253

The telescope can also be used 'locally', in which case the site relation for the 96 low band antenna's can make sense, that name is definitely descriptive though.
