I'm not a fan of mapping sidewalks as separate ways and we generally do not do that here in the Philippines, but yes, we can have an exception if it's separated by impassable barrier (usually railing) or boulevard/grass strip.

Those ways you're mentioning are emergency median openings; these used to be tagged as normal motorway_link, but that's a mistake so far. Crossovers on such roads are normally for emergency access only (and closed), but there used some of those used for U-turns to a nearby exit due to an incomplete interchange.

Highly urbanized cities outside Metro Manila are usually tagged admin_level=6 like provinces. Baguio is a HUC administratively independent from Benguet.

I don't think so from how some routers handle them. Take for example OSRM, which equals trunk with motorway-like roads/expressways in Western Europe or North America, that basically makes them not usable for bike and pedestrian routing unless you tag them explicitly (as like what is being done in the US as they move from a usage of trunk based on construction to one based on importance).

I'm currently working with speed limit verification on the northwest quadrant (roughly north of 16 Ave and west of Deerfoot) as well as downtown. Seems like 40 mostly applies to local streets, not the collectors. It's very different from what I found in Edmonton where I did a similar change there months after Calgary reduced its default to 40 as well; even collectors got 40 unless signs are posted.

@DP24PH It's more or less clear the Zapote-Talaba-Niog area is the ''de facto'' downtown, as the most built-up and the end of Alabang-Zapote Kabila. This edit moved the city node to around SM Bacoor, but to me, that isn't the best place as more busier area is Zapote-Talaba.
