Remove uses of layer=-1 because the OSM wiki specifically warns against using it: "Do not use layer=-1 to hide warnings about crossing or overlapping ways. Either fix them properly or leave the easily visible warning so that others can fix them."

Change sidewalk=both to sidewalk:both=separate on the road ways. Not all roads have been changed, though a significant amount have.
