Primarily fixing tagging on some culm banks which were misidentified & mistagged as natural scree deposits.

Removing erroneous landuse=quarry on Natalie Culm Bank. Updated tagging to better reflect nature of this feature & current status.

Adding handicap parking space at Hess Loop trailhead

Adding a couple side/connector trails in Hess Recreation Area along with a few minor tweaks in same area.

Removing nonsense military tags from Centralia fire area. Retagging as boundary=hazard and adding some additional tags.

Small section of D&H Ave is one way - updated to reflect that. Also adding a fixme tag to another way.
