I believe the closure is permanent because M27 junction 10 is being entirely changed. (There is a footpath under construction parallel to the motorway. The sign says "Permissive footpath leading to public footpath".) A new estate or township is being developed to the north of the motorway extending east to just beyond the A32. Attached photo(s):
