Is this road really tertiary? An anonymous entry on a note on the S side of the reservoir describes it as a service road. Similarly OS StreetView shows it in grey without a casing. Taken together this suggests that it's probably better tagged as highway=service. Certainly this section looks too narrow for a tertiary as there are clearly passing places.
