This is not a road - it's a footpath. A footpath sign at the North Pole Lane end of the path reads "Coney Hall 1 1/4m"

This path does exist - have walked it recently. There is a stile on Charmwood lane and a gate on Norsted lane. It's not on the Bromley public right of way map and I assume it is a permissive path by the landowners.
