I'd be very surprised if there's a locality here called "Council Houses". It appears to have been copied from OS_OpenData_StreetView "without due consideration".

If way/30622739 isn't an operational ferry right now then I wouldn't tag it as "route=ferry" - I'd use some sort of lifecycle tag to explain the current status (or in the case of a ferry route, perhaps not map it at all?).
"disused:route=ferry" has 5 uses in the UK:
http://taginfo.openstreetmap.org.uk/tags/disused%3Aroute=ferry
Maybe that's the one to go for? Needs someone more familiar with the area to sanity check the suggestion, though.
