Here way/29496396 is a "foot=designated; highway=path" which obviously duplicates some roads here. How much of that duplicate road is actually designated as e.g. public_footpath (and is it that, or something like a bridleway)?

This footpath doesn't reflect reality. You're not restricted to walking down to a dead end from which there is no exit - what there actually is is a roadside sidewalk from which you can cross the road at any point.

Shouldn't this way (highway=footway) be more appropriately tagged?

The way is part of a LCN-bicycle-route, relation/3322620, therefore some tagging allowing cycling seems required.

I stumbled over this, browsing the opencyclemap for edit-hints on relations in general (no survey).

Incidentally, the route does not appear very "route-like" as the ones I'm familiar with so far. Apparently it merely reflects plain bicycle markings, but maybe it serves a purpose (in GB).
