Added new additions to S Lake Stevens Road and 91st Ave SE, plus new traffic light, around the new Costco. Based on GPS tracking data. Lots of work still required to put in the new Costco.

This new roundabout was entered by another editor about 15 days ago (thank you!), but it had some pathing problems. Using a GPS track I took going around the roundabout to accurately track its placement, I ripped out the roundabout and adjacent connection
